The directive authorizes managers of public institutions to take the corresponding measures to guarantee that public services classified as vital, such as electricity, drinking water, public security, and public health, among others, are staffed during the holidays.
Among the public organizations that are not within the category of vital basic services are schools, high schools, public universities, institutions, public banks, municipalities, public clinics, congress and ministries among others.
