The Ministry of Technology established a new and easier system to obtain the covid pass for people (nationals and foreigners) who were inoculated in this country.

Following the Presidential Decree, as of Dec. 1, all people over the age of 12 must present a certificate of being fully vaccinated against covid-19, also known as covid pass, to enter recreational or mass events such as parks, stadiums, concerts, festivals, etc.

The covid pass is obtained through a Quick Response Security code, QR, which is a type of barcode that contains information about the person's vaccination information. This technology will allow for quick verification of the covid pass.

A few weeks ago, at the beginning of the implementation of the covid pass, in order to obtain the QR code for the fully vaccinated person, they had to wait until for an email with a registered pin code number from the Ministry of Health. Then the system would generate the QR code or covid pass.

Now, the system is easier. As of Nov. 1, fully-vaccinated people must enter the Coronavirus website created by the Ministries of  Health and Technology. Once there, they must register their personal information such as full name, ID number, the dates on which each dose was received and the brand of the vaccine, among others.

According to the ministry, the system will instantaneously generate the QR code which is the same as the covid pass. Authorities recommend printing the covid pass and carrying it (the ID as well) to enter places requiring the document.

This covid pass created by the ministry only applies to people who have been vaccinated in Costa Rica. In the case of people (nationals or foreigners) who have been vaccinated in another country, the process is more complicated.

In the case of foreigners fully vaccinated in their countries and planning to visit Costa Rica, the requirement is to show the covid pass upon arrival at the airport.

In the case of unvaccinated adult visitors traveling to Costa Rica, they will continue needing to provide proof of a medical insurance policy to cover any covid-19 related medical treatment or quarantine lodging while in Costa Rica.

In the case of international insurance, tourists must request from their insurer a certification issued in English or Spanish, noting the validity of the policy during the dates of visit to Costa Rica, the guarantee of coverage for medical expenses in cases of covid-19 related medical treatment for $50,000 and minimum coverage of $2,000 for extended lodging expenses due to covid-19 related illness.

It is also possible to purchase a Costa Rican medical insurance policy through the National Insurance Institute or the Private Insurance Firms Association Sagicor.

All visitors must also complete an online Health Pass 48 hours before traveling to Costa Rica.

Make sure to review the requirements to enter Costa Rica before traveling to the country. It is recommended to ask for advice from their respective country's embassy or consulate in Costa Rica on that process.

The process is more complex for people living in the country and were vaccinated abroad. They must provide a certificate from the Ministry of Health, but it’s not that simple to obtain.

The first step is to fill-out a request form for that certification. The form is available on the Certificaciones page of the Ministry of Health site.

Make sure to get a required affidavit of the information written on the form. Write a letter where all the information that is detailed in the vaccination card is translated from the original language into Spanish.

The last step is to email the certification request form, the affidavit, the letter providing translated vaccine card information, a copy of the vaccination card and a copy of the ID to notificationscovid@misalud.go.cr

Once the email is received and verified, the ministry will issue a valid vaccination certificate in Costa Rica. This process takes about two weeks, according to the ministry.

In the case of foreigners living in Costa Rica but vaccinated abroad, it is also recommended to ask for advice from their respective country's embassy or consulate in Costa Rica.
