to be highlighted in Colombia Special to A.M. Costa Rica
The United States remains gravely concerned about the intimidation and murders of journalists worldwide, including the October 2006 killing of Russian journalist Anna Politkovskaya, said the State Department this week. In addition the United States is concerned about “increasing limitations on press freedoms around the world,” the department said. In many countries, said the department, “governments are tightening libel laws, and media ownership is increasingly controlled by governments and pro-government forces.” In addition, the department said, the number of independent press outlets is declining, while restrictions are multiplying on the use of Internet search engines and the right to free expression on the Internet. The department warned that “those who try to independently seek, receive or disseminate information and ideas are being persecuted.” Ms. Politkovskaya’s murder, the department said, was an “affront to free and independent media and to democratic values.” Ms. Politkovskaya was a “symbol of courage and freedom, who, in the best tradition of journalism and the free press, investigated the most difficult issues, in particular exposing human rights abuses in Chechnya, and dedicated herself to uncovering the truth behind the story,” the department said. The department said it had been “shocked and profoundly saddened” by Ms. Politkovskaya’s “brutal murder,” and it renewed the U.S. call to the Russian government to continue its investigation “to find, prosecute and bring to justice the perpetrators of this heinous crime.” The department praised Politkovskaya’s selection by the U.N. Educational, Scientific and Cultural Organization as the 2007 winner of its Guillermo Cano World Press Freedom Prize. Cano, director of the Colombian daily newspaper El Espectador, was assassinated by two hired killers in December 1986. Cano is presumed to be a victim of drug trafficking mafias, which he had denounced as damaging Colombian society. The Cano award is presented annually on May 3, World Press Freedom Day. The 10th anniversary of the award’s creation will be commemorated during a conference Thursday and Friday on press freedom in Medellin, Colombia, Cano’s home city. A ceremony during the conference will honor Ms. Politkovskaya. Two Escazú study groups seek to harness brain power By the A.M. Costa Rica staff

| Arias gives an upbeat talk after his party maintains control |
|
|
By the A.M. Costa Rica staff
The president gave an upbeat talk Tuesday as he outlined the successes of his first year in office. Meanwhile, his political party, Liberación Nacional, managed to maintain control of the Asamblea Legislativa despite a strong challenge by a coalition of opposition parties. To no one's surprise, President Óscar Arias Sánchez said he would vote yes in a referendum on the free trade treaty. Outside the building there were union members and protesters against the free trade treaty with the United states. And many wanted to promote a referendum on the treaty via a nine-month signature campaign. Arias already has issued a decree asked the Tribunal Supremo de Elecciones to hold a vote within 90 days. The protesters want to delay the vote. Some of the protesters clearly were aligned with Venezuela's President Hugo Chavez, who is promoting a socialistic development course for Latin America. The Venezuelan flag was in evidence. Some Costa Rican free trade opponents have been meeting with Venezuela officials to discuss strategy. The election tribunal has yet to decide on the way the vote will be set up. The talk by Arias was three hours late because lawmakers took several rounds of voting to pick the leaders for the coming year. Francisco Antonio Pacheco Fernández of Liberación Nacional won reelection with 28 votes because two members of the Movimiento Libertario cast blank votes. Under legislative rules, blank votes are counted as being case for the person who has the most votes, so |
Pacheco won. He needed 29 votes. There was controversy over the counting. The vice president of the assembly will be José Ángel Ocampo Bolaños of Heredia. First secretary will be Xinia Nicolás Alvarado of Puntarenas, who went through three rounds of voting before benefiting from the blank vote rule. Both are from Liberación Nacional. Guyón Holt Massey Mora of Restauración Nacional will continue as second secretary. The legislative positions are important in getting measures directed to the correct committee and keeping the legislative ball rolling. The election of a free trade opponent to a crucial position could have domed the treaty. Arias was upbeat in his 6 p.m. talk even though the treaty has not yet been ratified. He said that he had addressed the crisis in electrical generation by signing two decrees that will allow the Instituto Costarricense de Electricidad to act more independently. One decree authorized spending $150 million for three backup generating plants. There also is legislation pending to strengthen the monopoly. Arias stressed the investment his government was making in education from computers to financial subsidies for some 52,000 students in the Advancemos program. This is designed to keep them in school. He said he was battling poverty and cited an increase in the pension amounts paid to the elderly and the reduction by 4 percent of the number of families who live in slums thanks to public housing. He said his government had restored the nation's stability and recaptured public confidence. |

Nothing like a nice piece of papaya on a warm day

| It's a great place: The Iguanas always stop and eat there |
|
|
By Donna Lynn Norton
Special to A.M. Costa Rica For at least 20 years people have flocked to a natural habitat of the giant, free-roaming iguanas in what is now downtown Muelle de San Carlos. The tourists pile into buses and vans and travel there, just to take pictures of the famous iguanas hanging around the front porch of the appropriately named Restaurante Las Iguanas. People also walk across the bridge of the Rio San Rafael, directly in front, practically daring the bridge traffic to run them over while they gaze into the river and trees below, trying to see and photograph all the iguanas they can find. |
Downtown Muelle, (pronounced Mooweye), is on the way to the “frontier,”
as the locals say, (the frontier being Los Chiles at the border of
Nicaragua). The downtown area of Muelle consists of nothing more than
the restaurant and bridge at the corner, and a few stores on the other
side of the road before (or after) the bridge. The restaurant has been remodeled several times, taking advantage of the coincidence that the remarkable iguanas have always been there. The restaurant is packed with souvenirs of wood, which seems to compliment the unique natural wood-style restaurant furniture. There is at least one other restaurant in Costa Rica with a community of iguanas hanging around, but these are definitely special. |
